On Monday December 21st, during a voting of controversial E-levy bill by members of the Ghana parliament a serious fight broke out.
The members of the parliament were using their vote to decide whether or not the E-levy should be adopted under a certificate of urgency .
Joseph Osei-Owusu who was presiding stated that he was stepping down to vote and asked that the second deputy speaker take over.
The minority had earlier decided that according to parliament standing order the speaker of the parliament was not suppose to vote but how ever Joseph still insisted on voting.
